Why there are only 1 Div.4 in each 10 contests???

It's not fair for competitors without proficiency!!(such as me)

Having more Div.4 would give us more opportunities to improve, test our skills, and stay engaged with the platform.And Div.4 isn't hard to set.

div 4 seems redundant tbh. div 3 already has enough beginner problems.

Talking about fairness, it's the Div. 1 people who get the least rated contests, so it's most unfair for them, if that's what matters.

Improving doesn't depend on the number of problems you solved during the contest. You rather need problems that are around your level, and as long as you can keep trying these problems, you will improve.

Remember that Div. 2's target audience already includes the very beginners of CP, and for most newbies, Div. 2B is already a good spot to spend their time to think without wasting their time. Even for the ones who really just started CP yesterday, Div. 2A is good enough to practice on.

Also note that Div. 3 and Div. 4 didn't exist in the old days and there was no problem with fairness, and they were newly born just to help beginners more (and because they are relatively easier to set, as you mentioned.)
