Why the difficulty of CF1909I is 1900 now? Only 60 passed

First guy to AC is rainboy and I see quite a few ACs by newbies aswell.

    Rainboy is easily a GM if he starts solving all alphabets

same issue here. I think there's some bugs on the difficulty calculation of the unsolved problems.
