Why can't user with less than 1600 rating take part in Div. 2 contests?

I think it's bad for those who have the ability to take part in Div.2 contests.

If you are able to solve everything in div3, it is a problem that will last 1 or 2 contests max

This is not a new general rule! It's only for the next triple contest of div1/2/3 so 1600 or less is div3
