The list for Asia is not completed yet. Some strong universities with qualified teams are not there: National Taiwan, Shanghai Jiaotong, Tsinghua. Probably they have more than one qualified teams and need decisions from coaches which team should be on that list..
AFAIK, in NEERC coaches have no option to choose qualifying team. At least they never used it.
In other regions, one team (university also) can participate in only 1 regional contest every year. Based on the regional rules, the highest ranked team of a university qualifies for WF.
In Asia, one team can participate in 2 regional contests at most, and one university can send their teams to many different places. Therefore, there are cases in which different teams of a university qualify for WF and their coach must decide which one will go.
According to C J Hwang Message (http://icpcasia.blogspot.com/2012/09/2012-asia-directors-message-from-icpc.html ), It's about team from singapore can advance to WF only 1 team. Can you tell me why both NTU and NUS have team represent in WF2013?
I heard from NUS coach that the rule is suspended
