This should be easy since there are less than 30 people who solved H.
Now these people can be removed from the contest, and rating delta can be calculated using the new standings thus making tourist Rank 1.

It is also unfair. I think the only options here are:
Make the contest unrated
Give 100+ delta rating to everybody who didn't solve H. The guy who first solved H solved it in 9min and only solved A, B, C afterwards (look at kaichou243 who got 132nd position). If not for H he would have placed close to 3000th, but he got 132nd because of this, which is a huge delta difference. Imagine if a Brazilian makes a contest and the hardest question is from a Brazilian judge in Portuguese and top 20 has 10 Brazilians. Everybody would get mad. (If I solved H I would've got top 100 instead of top 1300, if I was Japanese I would have a shot at getting 250+ delta, but I am not, so my chances were 0%).
The second point is kind of a joke btw, I think the only fair option is making unrated. Codeforces would never give +100 to everyone's delta.
