if you mean like an actual codeforces round, then you have to submit your contest(but there is a rating threshold you have to reach). but if you mean just make a contest that everyone can take part in, I think mashup is exactly what you need

How do I make it public?
create the mashup, then go into your profile > problemsetting > click the mashup > edit > and then there is a setting to make it private or public
"mashups are always private"
ohh i misread then, sorry my bad. im not sure how you can do that then, but it's definitely possible.
