I know it's totally irrelevant to codeforces, but is there an app containing all techniques and tips of solving problems just like CP-Algorithms, but for IMO (international mathematical olympiad) ?

AOPS is the only website that comes to mind.

The OTIS Excerpts should come close to what you are looking for, since it covers the most common topics in Olympiad math outside of Geometry. It does assume some familiarity with contest math at sub-IMO level though, and some exercises are even on the harder end of IMO.
It's used as supplementary material to OTIS, a math Olympiad training program taught by IMO veterans that I'd also recommend to anyone who aims to medal.
