How to register for certain online judges?

I'm trying to register for baekjoon online judge, but I couldn't succeed. It kept showing me the same page, and is very slow when loading. I want to have an account for this online judge because I don't want to use Vjudge all the time to submit? Can anyone help me? TIA.

My question is: Why are codeforces round's starting time always like XX:X5? Like there are 17:35, 20:35 and so on but no 17:30, 20:30? Is there a particular purpose?
