I think, unhonest to give so many +rating at div3, because people with 1610 rating will stay at 1610, but people with near 1590 rating get +180 rating at very easy round! I think rating after div3 need to be like min(1600, your_rating_after_contest)

    Because div2 rounds are hard to people with rating ~2100
