The reason Quebec is excluded is due to the Quebec legislation that applies to "publicity contests." This legislation would require TopCoder
to: 1) pay duties on prizes paid, 2) file forms for each Single Round Match and Tournament 30 days before a contest is launched... potentially with the names and addresses of contest participants, 3) file and post a security deposit for the total potential prizes paid prior to the start of each event, and 4) provide the contest and website in both English and French.
