Then between 9:09 PM and 9:29 PM — i.e. in 20 minutes — he solved all 7 problems, landing at rank 191. Had he started at 8:05 itself, he would be been rank 1 I suppose.

Also, you're like justifying for a thief to be forgiven just because he failed to steal and was caught in someone else's house. No, all immoral acts should be punished. In our modern society, such behavior would be punished as well. Having cheaters climbing to the top ranks without real effort would only reduce the credibility of the competition, lower the ranking of non-cheaters, make it unfair and thus encourage others to cheat.

I also think codeforces needs to somehow stop at least cheaters who reach master+ on codeforces, I don't think ip ban will be the best thing to stop them as they can use vpn, however using ip address to detect there new account should be a good idea, I'm sure they wouldn't use vpn if they could create new account's without vpn, here are 2 cheaters, who achieved GM in the past(which I know are cheaters):

I think cheaters should be given a chance to create new account once, but the mentioned users keep creating new accounts, and keep cheating from them, I think maybe somehow take higher rated cheaters more seriously, it seems that the community is already doing a good job reporting them to cf-cheaters-database.vercel.app so getting even 1 additional trusted person is enough to ban master+ cheaters, which are marked in cf-cheater-database
