Why are there so many bot accounts spamming submissions?

I just went to the status page to see the submissions, and on one page of results, I found this:

(I edited the images so that only the bot accounts are shown).

Evidence: If you go to one of the bot accounts in these pictures, its submissions page will be full of spam submissions.
