Unfortunately how many div. 4 are held depends on how many people are problemsetting for div. 4, and I can pretty confidently say that that number is currently 0.
Do you also get monetary reward for problemsetting div 3/4?
To my knowledge, Div 3/4 are set by some internal people rather than accepting proposals.
