Div Timing Randomization

Hello Codeforces community,

I hereby declare a powerful suggestion, I suggest we randomize the starting time of divs since as we all know codeforces users are from all around the world and divs usually start at the same time every time.

Randomizing the start time of divs will prevent certain countries from being unable to participate due to bad div start times and will give an equal chance for everyone to participate in a div at a suitable timing.

Given the amount of codeforces rounds that happen, will the normal distribution hold in the randomization and everyone will get an equal chance to participate?

    A lot of factors play a role in this but at least some change would at least give others a chance during some divs
