it looks like this is not his main account, which means that if you ban this account, he can create another one (or has already created one). so banning him is useless. and yet, looking at his comments, I think this is not bullying but demotivation, he does it on purpose, but I don't know if he does it with the goal of motivating a person XD or he is just not a cheerful person. and sometimes his comments are a little funny. still, you need to look for good things in everything (I am sorry for grammatic mistakes)
