You can get infinity ratings by always get the rank 1 in Div.1s, but you can't get negative infinity ratings by always get the rank -1 in Div.4s.
I think set a level for -50 is totally enough.
I think it depends on the number of people participating in the contest, so maybe in the future if codeforces becomes more popular -100 will be possible.

While reaching -100 rating by genuine participation is certainly impressive (if not borderline impossible), I don't think we should introduce a new rank below this threshold. It would encourage more people (mostly trolls) to try to obtain this rating. After all, if they can't reach a new rank and are frustrated by being trapped in their current rank, the simplest way is to just submit trash in the next few rounds and get this new rank dopamine this way. In consequence, it would mean more people spamming broken stuff onto the server during the round just to be rated as low as possible, making unsuccessful hacks etc.
Besides, if the name for this rank would be
legendary newbieor anything like this, it would encourage this troll behavior even more. So the name should be something derogatory likethe worstor something like this to discourage trolling. But for genuine participants that get to those ranks this would be very sad and heart breaking.So imo, while the idea is funny, we should not do that and only celebrate positive progress of our community members :)
Also, I refuse to believe rating -100 is possible for non-troll participants.
