First of all, i want to report Heap_OverFloww who is violating a rule that says you can't have a misleading handle. This user is impersonating Heap_OverFlow and trying to frame him.
My question is, how do i report situations like this and to who? I tried searching for it, but failed to find anything. I don't think making a blog for each particular case is a great idea. Would like to hear your opinions on it and maybe get official answer!
UPD: AkiLotus shared information about the reporting system. Here is an official blog about it. The reporting is available only for Div 1.
UPD 2: there is also Heap_OverFlow2, which i don't know what to feel about.
I bet such action is bannable. I heard reporting is feasible for Candidate Masters and above, so to report you need be a CM at least. Otherwise, it'd be with blogs as you did.
i asked Kuroni about reporting, he said that he doesnt know anything about it. Maybe he does have access to it and doesnt know, or the information about reporting was a lie

Not sure how the banning works, but reports do exist for CM+, yes. After downvoting a content you, if eligible, would have a yellow triangle button to the right of the downvote. Click it and you would see a number of options for reporting, i.e. in which way did the content you want to report violate the standards.

Another thing, people are downvoting another comment of mine saying "Thanks a lot, i will add that to the post", it has an intent to notify AkiLotus that their words will be used in the blog. The reason behind adding this to the blog is to add an answer to the question the blog asks, so people don't have to read comments to find out the answer. Nothing wrong here yet it started getting downvotes. The only reason the second comment is getting downvotes is because the first is downvoted, which is really stupid.

Your upvote doesn't show up because of these changes of contribution and rating calculation. If a comment has rating from [-5, -1], it will show up as 0. That's also why you will never see a comment with less than 5 downvotes.
You can see the actual rating of a comment using the API though

What kind of posts do you mean? Like I don't find smth like what you mention but I remember for example, he had post like this comment. Maybe, deleted the blog due to getting weird downvotes or smth. That's an event where it seems he posted then deleted, it's obvious from the comment.
Add Heap_OverFlow2 to the blog as impersonating too.
I don't have a screenshot, but i have the text of the blog and it happened only once. When i was checking recent actions, i saw Heap, clicked on the post, it was post on Arabic that i couldn't understand, it had 10 upvotes i think. I used a translator and when i reloaded the page, the blog was gone.
