That's because you might've registered in the contest as a specialist before you reach expert. That has happened to me twice before.

The reason is u registered when u were specialist but It could have been to your benefit having the div3 rated while u already expert if you had better performance

EDIT : apologisies my answer was wrong, the limit of 1900 on the max rating is a condition for being a trusted participant, not a rated participant, furthermore it's a and, not a or, again apologies. The rule is trickier than that, it's rated if your current rating is less than 1600 or you never had a rating higher than 1900, so it was rated for you because you never had more than 1900,
