And I didn't achieve anything, feel like I wasted my whole 3 years on this. The main reason is I never really grind for a competition or fully concentrate on it. Just hope that when I'm in university I can put my best effort into learning new things and reach a new horizon !

It's understandable to feel disappointed when we don't achieve the outcome we were hoping for, but it's important to recognize that your efforts and skills are not wasted. While you may not have achieved anything in the Vietnam National Olympiad in Informatics (VOI), your programming skills are still there. I can say from my experience with three different tech companies that these skills will serve you well in your future pursuits.

To qualify for the VOI, you have already proven to be one of the best high school programmers in your school and city, which is already a great accomplishment and something to be proud of regardless of how well you prepared for the national competition.
