Well, he didn't specify what he's asking about in his question, but it's rather easy to find the time the main contest starts, but (at least for me) way harder to find something about the mirror.
I wanted to know the starting time of the actual competition, thank you for the answer. (I did not find it because there are like 4 different official webs)
(Disclaimer: I'm one of the staff members for WF this year but none of this should be construed as any sort of official position from ICPC.)
Historically, I believe there has never been a "mirror contest" — in all of the streams that have been hosted by folks like Petr, the problems have been published shortly after the contest start here but there isn't an actual contest where one can see how others are doing, but you can just work on the problems in some unstructured fashion.
I recognize this does not answer your question, but I also would be surprised if ICPC provided an official answer. My personal opinion here is, with 100% probability there will be no online mirror contest, and with 80% probability the problems will be available for non-contestants to submit to (again, reminder that this is a personal opinion.) There are the standard disclaimers that ICPC staff will prioritize the onsite individuals at all costs, so if the problems are not available, making them available would almost certainly not be a priority during the contest itself.
Yeah, I totally understand and it's clear that organizers should not give a f**k about non-official competitiors. Anyway, how were these (let me still call it like that) mirrors hosted and by who were the problems uploaded to the judge?
My understanding is that Kattis is one of the CCSs that is used for judging submissions during the World Finals. As a result, because the problems are already imported into Kattis, it does not take much additional effort to make the problems available for submitting to the public.
I do not know who is responsible for getting the problems to Kattis nor who uploads them to Kattis (I have seen Kattis staff members here so I assume someone does it.) I personally have not seen any of the judges in Dhaka so far, but I have interacted with staff members across all other functions.
I may be able to inquire for more details but things are very hectic here, so no promises. I'm sorry I can't be more helpful in this regard.

I believe the answers to all of your questions can be found in this blog post — there's a link to the official ICPC broadcast, the scoreboard, and the mirror, along with the time when the contest is expected to start.
https://icpc.kattis.com/problems used to group the problems by ICPC year (example), which makes it easy to see the tasks from the current year.
Seems like the page has been redesigned and there is no way to check only the tasks from the current year now :'(
UPD: Well, we can probably use this page but the problems are not sorted by problem code in this page.
