Can you please add the explanatation for the given test case? Many people can't understand the problem statement.
In the given test case, it is optimal to entangle cipher 1 with cipher 2, and cipher 3 with cipher 4.

With 1 rotation, cipher 3 and 4 become solved together. But even with any number of rotations, only one of cipher 1 and 2 can be solved. Thus, the answer is 3.
