It seems that everyone correctly understood the statement, but formally there was an inaccuracy in the first definition of the necessary condition. It should be "there should be a problem with the difficulty greater than the difficulty of this problem but not greater than twice the difficulty of this problem". This condition is written twice in the statements. The second mention was correct.
