Using an alt during a contest for the purpose of not getting penalties on your main account is not legal .... many users didnt know that and it ended up skipping their submissions .......... For real: an advice to consider ....Never use an alt during a contest you are just burning your work with it GLHF Everyone ^_^

Do you mean that many users just "agree" with the rules, but never actually read them when registering for codeforces contests?

    A secondary account people use to either "smurf" or test a solution without risking a penalty on their main account
