I will oppose asking mobile no.
They can add restrictions like -
Account should be Hrs old etc.
They already have taken some steps for this.
They can also auto remove new account's post which has more than X downvotes etc.
It does solve the problem of creating tons of garbage. You just suggest to clean it.
