Keep in mind that what you are doing here is basically accusing other person (or even multiple people, if there is real owner of the account involved) in cheating.
That's not a great thing to do, unless you have some decent evidence — which you can then provide right there in your comment.
I have strong reasons to believe that your statement is wrong. One can already start to suspect that it isn't the case after exploring codes by these two contestants and noticing that they are using quite different style. Not a proof of anything, but I doubt that Rajat would be putting so much effort into it — unless he has no better things to do at all.
Although this is not cheating but isn't it wrong to take a place in official Div2 standings even though you already have a Div1 account .

It is questionable if it is "cheating" — depending on what is your definition of "cheating". It is clearly against the rules, since rules do not allow you to have multiple accounts at Codeforces. Usually nobody cares and nobody puts any effort into fighting it — but sometimes things like this still happen.
When I was saying "accusing in cheating" in my comment above, better wording would've been "accusing in violating rules".
It is clearly a cheating. They claim a result they don't deserve (for participating in Div2/Div3) and steal other's place. You can even take contest simultaneously with two accounts XD
If random unrated ones start to claim Div2 win for consecutive 5~10 times, or there are bunch of LGM account from unknown person, then people will start to care.

LOL. That's so true. I laughed even harder when I saw that the Indians fielded the most number of teams in the Singapore Regional last Saturday and their best team only solved one problem. Somehow, the country that is the most fanatical about CP is the worst performing. LMAO.
In India, competitive programming does not have that much of an awareness among high schoolers, compared to the countries that perform relatively well at IOI/ICPC. Stuff like this needs to be imbibed at the grassroots level.
Initiatives are being taken, and slowly we will get there. The scenario is probably much better than what it was a few years ago, and a lot of Indians are coming up the ladder. (You are commenting on a inquisitive thread about an Indian!)

In Slovakia, competitive programming has no awareness among common high schoolers — I only got into OI after I decided "well, I have no idea what this is but I'm going to try it". I didn't know about standard input for months afterwards! There are a select few schools where students know what it is, and those who start going to various related camps as young kids naturally hear about it, but other than that, it's a complete unknown.

I read a Quora post about some Indian who went to the IOI (Pushkar Mishra I think) and he described his preparation, including some kind of IOI training camp. So I think there is at least that.
Except that this question is relevant to Indian ACM-ICPC participants this year, because we do not know whether to expect him at the regional sites or not (he skipped ACM-ICPC last year and went to World Finals the year before that) :P

tourist's institute won even when tourist wasn't there. Not to discredit tourist contribution, but ITMO have 7 wins with the second only having 4 wins, so assuming ITMO did not win the 2 times tourist compete, they will still have the most wins in the world.
But even that affected everyone else's rank in the standings by at most one.
1 is a lot when only 2 or 3 from the region qualify
considering there's 8 teams that qualify for the whole final(last year), it does seems to change the chances quite a bit. Though, I don't see how does knowing this information helps in your preparation or training.
Ashishgup is practicing hard right now. If he knows that some regional has only 2 slots for WF and Rajat is participating there he might skip that regional to maximize his chances.
Yeah, this is a pretty stereotypical question. But I think Quora provides a platform to connect with these people and ask questions which otherwise you could probably never ask them.
But there is also a thing like learning from the masters of the craft.So if someone asks "How Alon Amit got a deep understanding of analytic number theory?" then there is a pretty good chance that he might give some tips which are useful for the person asking the question.
If it's Alon Amit, he'll more likely tell you that this is not the right question to ask and probably will downplay his abilities.
