Maybe it is possible to see ratings for any Country or Organization.
Codeforces already has this feature.
If you go to the ranking page (codeforces.com/ratings) you can choose a specific country, city or an organization. Then codeforces lists all the competitors of the country, city or organization.
If you want to compare the countries themselves (which country has the best coders), then you click the link "Countries" in the right side bar in the "Top rated"-Box. Similar thing with cities and organizations.
I think he's talking about contest standings, not general ratings.

I think he refers to being able to filter a round's leaderboard by country or by institution.
