We have selection round , where take part all students who have got any (I,II,III) place in LIO (Latvian Olympiad in Informatics)
A. Best student (or students) from selection round goes to IOI
B. BOI(Baltic Olympiad in Informatic) team : best six students from selection round
C. rest IOI team members(4-A) using SELECTION + BOI scores

AFAIK, once a Chinese student gets Gold medal at IOI, he can't be selected anymore.
This is so unfair...I thought that there are not people from China with many gold medals becaus it's hard to qualify even for the very good competitors, but it seems I was wrong. I can't help but notice "Total feedback can be a problem so it will be limited."
Do you have any idea what that means? At last year's IOI in Kazakhstan you would get full feedback (for all tests) not separately for each test, but rather just the number of AC, WA, RE, TL... I wonder if this means the same thing or if they are planning to give partial feedback only?

As last years, this is not formally official now, should be approved by Russian Ministry of Education, but probability of change is very low.
How is this not official when registration deadline has passed for more than a month?
This are different levels of bureaucracy. Team was chosen today, others is just formality.

According to the information I have, the registration deadline still hasn't passed. Which is why I have not yet began processing IOI 2016 on the website.
The registration deadline is supposed to be May 31. Thats the response we have got when we enquired about this via email to the official email address.
Deadlines can be extended, I guess. All I can say to you with confidence is that the point of time when the registration information becomes final (and coincidentally when I am allowed to publish participant list on the statistics webpage) has not yet passed.
Probably the deadline you talk about is something like "If you register later, IOI organizers don't guarantee they can help to get visas and other travel documents on time" or something like that. Really needed information is number of person come, so i think guest deadline is much more hard. (This all is just guessing, no idea is they true).
IOI 2015 explicitly had two different deadlines -- the general one and for visa-free countries, so that might explain this.

2 unrated, who don't even know what Codeforces\competitive programming is, and 2 green guys, with a very "bright" coach. I suppose our Ministry of Education knows who is the strongest out there (no). That's the way to go, Uzbekistan!
UPD: It seems that our current team is not a complete wreck. Still, my point stands, there were much stronger candidates who were not chosen. Sigh :(

In december after international open olympiad "VKOSHP" (all-russian team school olympiad in programming) the team was chosen:

We registrated our team and started our trainings.
But in march they made the special closed selection, where our team and many other students couldn't participate. The only one task also was not usual ioi or olympyad task. And after this new team was made. And now we have what we have.
Why couldn't you participate in this closed selection? According to the official IOI regulations the country must give opportunity to all elligible students (though loopholes such as choosing inappropriate time and place for the selections is possible)

This is the data from the IOI Contest system, where the monitor contain names for all contestants, leaders and deputies. Information about guests, administration and photos from the registration system (where permission was given) will appear at a later stage. I will go through this post to add CF handles today though.

About the contest rules:
In the contest system, it does not show the running time nor the max memory used of the submitted program. This makes it harder for contestants to get information about the test data, which is great. But in the contest rules it says: "In some cases the contestants' submissions may be re-evaluated. This reevaluation may sometimes lead to a different total score. (E.g., if a solution behaves nondeterministically or runs very close to the time or memory limit.) In such cases, the final score for the submission is the score for its latest reevaluation. This change in scoring cannot be appealed. "
This rule looks unreasonable. If one passes a subtask during the contest, it's still possible to fail it after rejudging, so contestants are encouraged to continue optimizing their programs even after getting accepted, especially on those tasks which involve data structures or need constant optimization, since you have no idea whether your solution "runs very close to the time or memory limit". And contestants also tend to submit solutions repeatedly, if I get 9 ACs out of 10 submissions then my solution runs "90% deterministically" and I still need to optimize and resubmit until the ratio is high enough. Isn't it a waste of time?
It would be great if someone could explain the purpose of this rule.
Let me speculate about this. Speaking of reducing score (since the score can be also increased because of this score), I would imagine a huge outcry if that rule was used to lessen the score because of time/memory limit. I would hope that any different outcomes on rejudge are assessed manually by the jury and time/memory limits are handled in contestants' favour. I see two legitimate reasons for reducing a score with this rule.
So I would advise to treat 100 as AC on ICPC, and not waste anymore time on the problem if your only concern is time limit. If you're really concerned about this, ask the organizers about this specific scenario or ask your leaders to raise this issue on the GA.

As eduardische said. Remember that IOI problemsetting isn't done by amateurs.
Plus, isn't squeezing into the TL/ML an extremely uncommon thing in IOI? There was that nasty 2D segment tree problem in 2013, but IOI problems are often tricky in different ways than fitting into limits and the optimal solution usually fits easily.
Making comments about fitting stuff into TL right after a Codechef contest, are we? xD

Venezuelan Team Travel to the IOI-2016
While the existence of financial problems for this is indeed really sad, given that it unfortunately occurred in this case, I find it questionable to crowdsource a delegation consisting of 3 contestants and 3 leaders/guests. While for the contestants this is indeed a life-changing opportunity, for leaders/guests this is pretty much a vacation, so I cannot personally justify not sending a single leader only in this delegation, reducing the costs by a third.

I know that Iceland never participated in IOI. I think it's fine to send observer first. I wouldn't be surprised if even they were invited by IOI.
Accroding to Regulations, not counting invited observers for future hosts, you can only send a single invited observer for a single year if you send no contestants that year and are a new country to IOI (or in some special cases, returning to IOI after some break).
Also, El Salvador and Honduras are also new to IOI countries, so I suspect that their leader might also be an observer, but this is just my speculation.
Yes, this is Iceland's first year at the IOI. We were invited, but we still pay for plane tickets and a registration fee.
I agree that it's disappointing to hear that teams are having trouble getting funding for IOI. It's also an issue here in Iceland, and we would have sent an observer at least two years earlier if that wasn't the case.
I am the team leader of Cuba, it's my first time in IOI. I was a national contestant (2007), since then I see the lack of motivation and anger from every talented students of my country because of the low level of financing delivered by our Educational Ministry every year for this activities. This pity fact affects not only IOI, also IMO, IPhO, IBO and IChO teams.
Definitely, we will have to follow the solutions of Venezuela and Dominican teams seeking funding through donations.
