It never hired police officers, never set up any form of judicial system, and did not even install CCTV cameras. Instead, it would pick a few major criminals every week and execute them in public to assure citizens that it was working toward reducing crime.
The government expected these shenanigans to scare criminals away, but the crime rates never went down, and slowly, the citizens started leaving the country.
