Why Div1. and Div2. are organised more than div3. div4.

firstly organizers get paid for div1 \div2 (450 \ 10050 dollars) , for div3 \ div4 not . Secondly if u have already created div3 after that u want to moveon for next level and create div 2 but there is no sense in doing div3 after div2. Thirdly people who create div2 have more expirience than people who make div3 .

and there is no reason to make div4
