pookie div 2 vs nonchalant div 3/div4

Iam in a weird confusion that why the system testing for div 3/4 is massively slower than the system testing of div 2(sometimes completes within 5-10 minutes) and iam excluding hacking phase iam just talking about system testing i understand that div 3/4 generally consist of more particpants but despite the number of participants system testing progress veryy slow very few verdicts within a minute…someone explain me please why it happens

Div1/2 — generally, close to zero successful hacks, so system tests takes no time as all solutions have been judged on pretests already

Div3/4 — let's eyeball and say maybe something like 50 based on https://codeforces.me/contest/2254/hacks?verdictName=CHALLENGE_SUCCESSFUL&chosenProblemIndex=, multiply by 15,000 participants who submit maybe 2-3 solutions on average, that's something like 30,000-40,000 tests to judge. If each takes about 0.25-1s, that's something between 2 and 11 CPU-hours spread out across all of CF's systems.
