I have solved around 100 (800 rating) questions and 20 (900 rating) but when i solve a another 900 rating question i first get in doubt by seeing the long theory of question. somehow i make a courage to read and understand but then i ended up with not able make correct solution. sometimes i think whole diffrent approach as compare to ideal.
for example I was solving this clockwork question (900 rating) . i even did not understand the question. but when i see the solution i see same if else , loops , vectors use . thatm means i know using what problem can be solve but how to arrange these pieces is seems impossible.
what should i do any suggestion.

Could you send the link of the problem? Also I believe you could try beginner tutorials on youtube to get a look into how to observe some things as a beginner, I myself am also a beginner and resort to such stuff most of the time. For now, focus on basic stuff like simple math, arrays, sorting etc.

Ok so I solved the problem, think of the case 4 3 5, the first clock will take 4 seconds to expire and at some point you will have to reset the last clock which will take 2 seconds to go to and to come back from. For each clock, you need to check if you can reset the clock farthest away and make it back in time to reset that clock aswell. If all clocks pass you print yes, if not then NO.
You need to work on logic building. If the codeforces problem statments look complicated to you, you can try Atcoder Beginner Contests, their problem statements are concise and more standard/educational, can be helpful.
I have not try Atcoder till now but will check since you are mentioning

Firstly, I am not stumping him. Secondly, he could just investigate other people's blogs, there were hundreds of blogs and questions of this type. He didn't even tried to look for advices in other blogs of this type.

try to make some olympic math , from even primary level ( don't learn theorems , but learn approaches ) . low rating problems are just math intuition almost
