I am solving problems in the range of 800-1400 for very long but still the progress is very less I try to observe patterns try
implement logic the only thing I feel I am suffering is that I couldn't able to solve a problem in required time limit

Then, I suggest you solve problems on AtCoder, as its problems (especially the ABC contests) will help you improve core problem-solving tricks.

on each task from your problemset try to hardly think for even 30 minutes and then potentially if you have no idea read some editorial , and you need to be sure that you understood evrything from i. there is a lot off posts by experienced people how to progress . if the time is problem -> when you are solving random problemset from expected rating , i like to run some little timer on the screen . For everyone a different way is right , and on CF , do not do harder problems if you can't solve the easier one in the desireble limit of time .But i mostly recommend you to read some popular blogs and watch some podcast at first .
