The Codeforces ranking is divided into two sections: Div. 1 and Div. 2 (which includes Div. 2, 3, and 4).
There are two types of contests that Div. 1 participants can join:
A combined Div. 1 + Div. 2 Round
Separate contests: one for Div. 1 and another for Div. 2
The next contest will be of the second type; there will be one contest for Div. 1 only and another for Div. 2 (which includes Div. 2, 3, and 4) only. So what you saw are not two independent contests, but rather two versions of the same round, each targeted at different divisions. Participants only join the one that matches their rating.
