These scoundrels disrupt the CodeForces community environment by maliciously posting dog poop content, it's time to ban them to gain a better community.

But it's easy to use VPN to change IP
Then you're banning ISPs, not people.
The thing is some of these users might own variable IP plans (i.e. you reset the modem and your IP changes)

the users that has low contribution cant write comments or blogs. Lets say that they opened new accounts again, after one shit blog they will have low contribution again.
ok here is a js userscript i had made that can be used on tampermonkey.
Note : it removes the blogs under Recent Actions containing the strings "ban","cheaters","cheater","Codeforces Round" in their Title and also the blogs authored by newbies, pupils. You can change the script as per your convenience

PS : i saw this blog when i had opened cf on my non regular browser in which the script was not enabled.

I just don't think anyone, even normal pupils or newbies want to see blogs posted by their rank users related to all this (which most of them actually are) as its just a waste of time and they are here to improve, not listen political discussions
I think there should be a report option in codeforces.
They are gray. There's no use banning them, since they can just make another one with temporary email. As a matter of fact, accounts under 2300 rating are so replaceable it's funny. Just hide low-rated post and move on with life.
Maybe we can have a bare minimum contribution necessary for publishing post (as in anyone lower than -20 contribution is not allowed to publish).
Or maybe just blacklist certain words to keep the community more civilised

How are people supposed to get contribution if they can't post and if you check my account I am just below -20 even tho I haven't commented or posted anything that violates the rules

That is because in order to get contribution from comments, you either have to have a rank so high that people love you regardless what garbage you spit out, or you offers quality, meaningful content. You have neither of those.
I know but I am not doing anything wrong either I just answered a question and noticed a comment from a user that is basically never online and I'm pretty sure that's a "bot" account.

I think we should offer a new option "hide low contribution blogs" which would be 100x better than "hide low rating blogs".
Rating could easily cheat, and there does exist good simple meaningful questions asked by low rateds. But contribution itself seems hardly lies.
However I think "hide downvoted blogs(except contests' posts)" may be better.
Some dudes seldom post stupid blogs and have high contribution. For example, gpyqwq's another account(I forget his name:( ).
