It's better not to judge anyone by their ranks, especially that this is a div4, do you expect everyone to be gms?

Also, it could be that they just don't participate in contests too often, having low rating and scoring high doesn't mean you're cheating

    If you look at their past contests they regularly and consistently score nowhere NEAR the top 100 for their past contests(of which they have quite a lot), so this isn't too credible.

        from placing 10-thousandth consistently to < 100th is not a matter of Div 4 vs Div 2, and also scoring higher doesn't mean going from 2 or 1 problem in Div 2 to AK in div 4.
