By the end of this semester, I want to reach specialist rank but I only have 30-60 minutes each day after school to grind codeforces. Any tips on how to make the most of the limited time each day?

Reach pupil first, then think of specialist! and now focus on your learning and gaining tool in your box rather than rating, that will follow later by it's own.

    Appreciate the reminder to keep the long-term vision in mind, I'll start learning different algorithms (binary search, graph theory, greedy) before I focus on rating.

Well, my advise is to focus on one problem each day(since you are a newbie trying 1300s is ok) rather than solving many problems with lower difficulties. If you cannot manage 1300s you could try less difficulty or if you can solve them you can try harder problems. Gradually, you will become better and better until you finally become a specialist.
