Why does the rounds in Luogu always have 100 points for each problem, while AtCoder or CodeForces often have different scores for each one?

This is because the format is different.
After all, Luogu is a Chinese website, and it is mainly for Chinese OIer, so most of Luogu's competitions use the CNOI format. Of course, some recreational events may also use the ICPC format.
CF and AT each have their own format based on the ICPC format.
Maybe one day the organizers of a race in luogu would like to use the CF format on a whim?
Luogu's official contests usually use IOI format. You can also hold contests in other format in Luogu.
