It’s possible he submitted the three solutions using a different account and then copied and pasted them, or there could be other reasons why he isn’t necessarily cheating. I've seen many contestants use a strategy where they solve problems but only submit when they’re confident. This way, they avoid risking their rating unnecessarily. If they can't solve enough problems to boost their rating, they simply don’t submit.
I dont know what the official rules say regarding this, but I would consider that to be a form of cheating

i didn't use another id.. i was not registered firstly && i wasn't sure to participate on that contest.... After solving C ,, I submitted one after another... I solved all the 3 problems by myself...
no man,, i was not registered to this contest... firstly within 10 minutes i solved a & b... C was an interactive problem.. so i wasn't sure that i could solve that.. so my approach was to Solve C then submit those solution one after another...
you could see the creation time in my code... && i didn't use another Id....
