Contests are only approved in full form. You need to prepare 2 problems for each difficulty (one for backup) to make one contest. And that propose a contest feature is only available on rating 2100+ (and at that point it's still too low) so before making problems you'd better improve yourself first.

If you have some friends in a problemsetter group you can try to join them, but I don't think they will accept your problems in a real contest.
