Before the plag check, I remember having rating of 1584 after the global round. Now it's 1575 and it got reduced by 9 points. Is it normal?

I know many people are going to downvote this, but guys rating is just a number. We should focus on skills.

Your overall delta, including last codecraft, got decreased after removing cheaters ?

I feel it's a normal phenomenon. In this case, imagine a number of disqualified cheaters that had worse performance than you, thus the amount of rating you "took" from them is now undone, resulting in less positive delta. The reverse would happen vice versa as well — if the cheaters outperformed you and they got disqualified, you would have better delta after recalculating.

Though, imo in a 30k+-participant contest, to have your delta actually shifted after cheater removal is quite insane, like, how many people out there are cheating ffs?

sorry I am a newbie and don't care/haven't looked into how ratings are calculated, I just want to get little better at solving problems.

So you mean to say ratings are rank based?

if among 30k I achieve 20k rank and then in another contest among 10k I achieve 8k rank my ratings my rating is still going to decrease?

Short answer: Yes. Long answer: Rank, and other factors (mostly rating before participation, read this for a glimpse of idea, but I won't guarantee the original idea is in use.)

if among 30k I achieve 20k rank and then in another contest among 10k I achieve 8k rank my ratings my rating is still going to decrease?

Not sure, honestly. The maths behind rating calculation is a bit complex (as you might have read the link for the concept). Outside of curiosity, I'd advise you to keep on getting better at solving problems, and pay little mind to this.
