Maybe an unpopular opinion but I don't think it is fair to say they are morally bankrupt based on this. Every organization makes mistakes and no one will ever agree with all their decisions.

It doesn't matter imo. You are never going to agree with every rule they have (this applies to every organization). We can go and cherrypick shortcomings of the ICPC, as we can with any organization, but overall the ICPC has had a great positive impact on college students who like competitive programming and problem solving.

The ACPC was hold in tents and it wasn't only cool in there , it was cold that we had to wear jackets , so this won't be a problem
Not that I would like to defend ICPC anyhow, but I honestly think that Luxor is a pretty cool place to hold the World Finals in -- it has very rich history (Valley of the Kings is really cool to visit imho) and places to visit around, and the accommodation is pretty touristy and pretty cool.
For the flag thingies, I personally do not like that, but contestants were advised (or even forced, I don't remember) not to bring the flags to the stage at the IOI ceremony as well last year.
From personal experience, Inside that "tent in the middle of the sweltering desert", you'll need two things: an earplug and a thick coat.
