Dealing with cheating is one of the main reasons it can take such a long time to post contest results.
I still think is to much time, codeforces can do plagiarism check for many contest in one day
Unlike cf where there's no stakes, usaco results often affect university applications in the United States. Not only are these contestants are banned from participating, the contest organizers also have to notify universities.
