Clearly, the problems are copied in Global Round 23, but still, why is this contest rated? Previously Codeforces Round #819 was unrated KAN MikeMirzayanov, can you please give us the reason why it's not the case with this round? What's the difference between these two?

Note: If it's a valid reason which distinguishes the two cases then it may be ok. Please don't give reasons like the author himself has submitted the solution to that problem or the description of the test cases was exactly the same in the previous contest.

Today was one of those rounds where at least solutions for D weren't leaked. I think that matters the most than the problem copy incident. As a participant as long as the problem seems new to me I think its fine.

    It's fine for you because the problems were new to you? Good reason ... The problems of Codeforces Round #819 were not new to you?

      Yes they were. But in that round an author completely copied the problem with sample explanation. Also this is completely dependent on codeforces authority. If they didn't want to unrate that round then what could you have done? Similar for this round. If they want to unrate this they will do it by themselves. We cannot enforce them.
