something weird with a problem's rating

so this problem has a rating of 1700 but had only 250 official div. 2 solves?? normally problems like this are rated 2100-2300.

kinda weird imo

But in Div. 1 it was solved by almost everyone so I think it's not that weird.

There was one div1 round going at the same time and people rated >=1900 were there and as of now that problem has 971 solves in div1 .
