what's wrong with Quebec, lol?
Quebec has really strict laws around competitions and raffles, you have to go through a long process with their government to organize anything there. As a consequence most competitions with prizes instead choose to not deal with them and declare the contest void in Quebec.

Most likely they are doing this for legal reasons, not to make a statement. At least that is the primary reason.
There is now an embargo on the DNR and LNR. While there are sanctions on Russia, there is no such embargo against them. I am not a lawyer, but it could very well be that it is illegal for Google as an American company to hold a competition with monetary prizes in Donetsk and Luhansk.
