During Codeforces Round 1082 (Div. 1), we have noticed that a large number of accounts ranked top 100 have a suspicion of cheating.
Examples
Though there is not enough clue to determine whether they used AI for assistance or not, it is clear that they literally didn't understand what the code was doing. Maybe they used AI, maybe they got the code from others. Such behaviors of rules violation is definitely unacceptable.

Maybe he got tired of waiting for queue to clear and went to submitting the code and taking the penalty risk of either both AC or WA / losing some rank.

Generally, there isn't a long queue at the last hour of contest. But even if there was, he could have submitted the code at the last minute of contest, as he wouldn't loose score there.
Note: peanalty for wrong submission only happens if there is any AC.
