Going by the link, it seems you reached the problem from the ProblemSet. In that case, you do not need to go to the contest of the problem. Just click on the xNumber beside the problem.

I WAS FRUSTRATED TOO — ABOUT TO PUNCH MY SCREEN
It’s not about whether you're rated or not (i.e., whether you've given a contest or a certain number of contests).
It’s not about whether you've solved that problem before to see others' solutions.
I got N/A on every solution I opened while using an ID I had created just 4 days ago (it was new).
I then logged in with another account that was 14 months old — and I was able to view others' code.
So that might be the reason.
Hope I was able to help. (Don’t get frustrated — just wait a few days!)

You have to take part in atleast some amount of rated contests, to view others submission.
