what is the reason for that iraq-oman preference?
The reason Iraq and Omran have a dedicated rank is that we have official partners in those countries who are actively helping with organizing the contest. As part of this collaboration, one rank is reserved for participants from those countries.

are they the same?
The contest on Quera.org and the one on Codern are connected but not exactly the same. The final round is shared between both, but the qualification process is different. In the Codern version, only non-Iranian contestants can qualify for the final round, while in the Quera version, it is specifically for Iranian participants to qualify and join the same final.
Wats the difference between the algorithm and Data processing track ?
It seems, the former is related to competitive programming and the latter to machine learning.
For the data processing track, on the site, it says teams of two, but in the QA at the bottom, it says it is an individual contest. Which version is correct?

Why is +989123456789 correct? It has 12 digits. 091234567891 also has 12 digits but the problem says this has extra digit.
And aren't there any input limits on actual contest too?
+989123456789 is valid because the +98 prefix plus 9 digits = 12 characters.
091234567891 is invalid because 09 prefix plus 10 digits = 12 characters, too long.
The problem says "A number is considered valid if it belongs to one of Categories 1–3 and has exactly 11 digits."
and why +989123456789 valid? I think that is 13 characters and has 12 digits which is not exactly 11 digits.
You are right — the question means that a phone number without the country code must be 11 digits. But this is confusing, so we will update the question to make it clearer.
