why are div. 4s so rare

I feel like div 2 is the most common, followed by div 1 then div 3 then div 4 at the end.

    In 2024, we've had:

    • 7 Div. 1 rounds
    • 32 Div. 2 rounds
    • 17 Div. 3 rounds
    • 6 Div. 4 rounds
    • 10 "Div. 1 + Div. 2" rounds
    • 9 Educational rounds

    If we count "Div. 1 + Div. 2" into Div. 1 and Div. 2 but not into Div. 3 then Div. 1 and Div. 3 are exactly equal.
